Item Mall costumes can not be sold. They become account locked when you make the purchase. We do change the costume selection every month and will be happening again fairly soon now. There will be a highlight topic in Patch Notes when the IM is updated. If you don't see a set you like right now, hopefully you will find something when the selection changes again.
