Can't get quest from Qpid

I have tried to get quest from Qpid but it does not work, nothings happen after talking to him...

Any idea how to successfully do this event?

You need to be at least level 70 before he will give you the quest. If you are already level 70 (or higher) check to be sure you don't have too many quests in your quest log

Yes, the character is beyond Level 70 and even deleted all quest log just to be sure but still no Quest activating that time. I have also tried with my other account and characters but still to no avail.

Though after getting more than the required candies that time, the other option becomes available like items can be traded but the actual quest as posted with the title Magic Heart Candy Express never shows up.

One thing that came to my mind if the Episode Quest is required to be taken since those were skipped prior to the event.

To date, I have just kept my 109 candies as souvenir  I even thought those were gonne disappear after the event as what I understand on Qpid's statements when invoke.
