You can get them in Xita (Eldeon) from the Storage NPC, it has a shop as the second option.

I remember this time I dont quite remember the actually date.

There was a super boss event just out side of JP.  And some people lead the boss into town and WIPED all the vendors.

Next patch put the super bosses on a leash.
