Far as I know, a party is required but you can try without one and see if you get the quest drops.  I used to party my other character and leave it afk in Junon Polis back at the old official server so that's another option.

I tried to do the quest, but I am stuck in Sergei part. I tried to talk to him, but no dialog box come out. I can interact with other NPCs just fine. 

Tried with a different character and it is the same thing (not Castle Gear quest), no dialog box come out. Is there a bug with Sergei??

Currently Sergei is bugged from the last patch, I believe Monday or Tuesday they plan to have another update to fix some bugs.

It is now Wednesday, no patch yet to fix the bug. Any ETA?

I know they have been working on the next patch since this happened. I don't have an eta yet but it should be soon.  Sorry for the inconvenience.
