I think there some kind of bug heree Hi! I think I just helped you on Discord, but in case anyone else ever has this issue- we can only have 10 open quests. The cart quest actually needs a couple of quest slots. So once you have no more than 8 open quests, talk to Mildun again and he will give you the quest to learn to drive a cart.
