quest and luna bottleneck

can anyone explain why luna has such few quests of value that people literally fight and KS over the kingspot cause its the only good place to level from 115-120 without a main or a good clan.

then you go to xita and i have to  look through 4 different NPCs to get a collection of 5 quests that are all hidden in dialog. annoying as all hell sitting and digging through all this bs to find what i need. 

why are the extremes so far? why can luna not suck and have a few more quests? why can xita quests not be more organized and not an absolute cluster **** .....
