Grunter kings, you can find them outside junon the city, and in anima lake as well

why now king so hard drop gem and epic item material

Zeppastone is a quest item, uninfluenced by drop gems, and the king doesn't have to be killed by you alone so it isn't to difficult. If you want to do it alone you can always wait till later and do it at a higher level.
